Council Tax Discount Rules: What to Check Before Applying
The single-person discount is based on the number of adults counted for Council Tax, not on your income. The standard reduction is 25% when only one counted adult remains. A second adult can sometimes be disregarded because of their statutory status, which can still leave the household entitled to the 25% reduction.
Full-time students
A qualifying full-time student is disregarded for Council Tax purposes. Where everyone in the household is a qualifying full-time student, the household generally does not pay Council Tax. If a non-student adult also lives there, the household may instead receive a 25% discount when that is the only counted adult.
Disregarded adults
Disregard categories include specified students, apprentices and trainees, severely mentally impaired people who meet the legal conditions, certain live-in carers and other statutory groups. The status must be established under the applicable rules; a person's job title alone is not enough.
Applying and keeping the discount
The discount must be applied for through the relevant billing authority. Councils may ask for evidence and can review entitlement. If the household changes so that the discount no longer applies, the council should be informed promptly. An incorrectly claimed reduction can result in repayment and a fine under the applicable rules.
Northern Ireland
Northern Ireland does not use the Council Tax system covered by this calculator. Residential properties are instead subject to domestic rates administered by Land & Property Services. This page therefore covers the Council Tax system used in Great Britain rather than claiming one identical rule set for all four UK nations.

The calculator assumes the entered bill is the full Council Tax bill before the discount and does not independently verify student status, carer status, severe mental impairment, exemptions, local Council Tax Reduction schemes, empty-property rules or other household-specific reliefs. It is an estimate of the arithmetic reduction, not a legal decision by the billing authority.
How to Claim & Duty to Notify
Apply via Local Council Website
Apply through the council that issues your Council Tax bill. You may be asked for your account details or supporting evidence. Backdating is possible in some circumstances, but it is not an automatic guarantee.
Tell the Council About Changes
If another adult moves in or your qualifying circumstances change, tell the billing council promptly. The council may request evidence and can seek repayment or impose a fine where a discount was wrongly claimed.
