1. When Does the PGWP Field-of-Study Requirement Apply?

The field-of-study requirement does not apply to every PGWP applicant. The date you submitted your study-permit application is important, as is the level and type of program you completed. Graduates with a bachelor's, master's or doctoral degree do not have a field-of-study requirement. Other university programs and other college, polytechnic and non-university programs can be subject to the field-of-study requirement when the study-permit application was submitted on or after November 1, 2024.

2. The 2026 Eligible CIP List

For programs subject to the field-of-study requirement, IRCC uses six-digit CIP 2021 codes. The current eligible list covers fields connected to Canada's identified long-term labour-market priorities. IRCC states that for 2026 the field-of-study list is frozen, meaning no fields will be added or removed during 2026. The current list contains 920 eligible fields.

The eligible list is not simply a list of five broad sectors. Education is also an eligible category in the current IRCC structure.

3. How to Verify a Program Before Enrolling

A student should verify the exact program rather than relying on a college marketing page that says a program is 'PGWP eligible.' The institution, program credential, CIP code and the date of the study-permit application all matter.

4. PGWP Language Requirements in 2026

For PGWP applications submitted on or after November 1, 2024, most applicants must prove English or French ability. The required level depends on the completed program. Bachelor's, master's and doctoral graduates generally need CLB 7 in English or NCLC 7 in French in all four language abilities. Graduates of other university programs and graduates of eligible college, polytechnic and non-university programs generally need CLB 7 for other university programs and CLB 5 for college/polytechnic/non-university programs, again in all four abilities.

The required level is assessed across all four abilities. A candidate cannot satisfy the PGWP language requirement by meeting the benchmark only in speaking and listening.

5. Other Core PGWP Conditions

Field of study and language are only part of PGWP eligibility. Applicants generally must graduate from an eligible program at an eligible DLI, maintain full-time student status during each semester except permitted exceptions such as the final semester, and apply within 180 days of confirmation that the program was completed. Additional special-case rules can apply.

6. Private Institutions and Public-Private Arrangements

Not every private college program leads to a PGWP. Beginning May 15, 2024, students who began a study program delivered by a private college through a curriculum-licensing arrangement with a public institution are generally not eligible for a PGWP on graduation. This is separate from the question of whether a private institution itself appears on the DLI list.

7. What Happens After Graduation?

The PGWP application must generally be submitted within 180 days of confirmation that the student completed the program. Eligible graduates who submit the application while meeting the applicable conditions may be authorized to work while waiting for the PGWP decision. The current IRCC guidance confirms that eligible applicants can work full-time while waiting when they had a valid study permit at application, completed their program, were eligible to work off campus and stayed within the applicable student work-hour rules.
