The Manitoba Provincial Nominee Program nominates eligible economic immigrants who can establish themselves successfully in Manitoba. The current program includes the Skilled Worker Stream and International Education Stream for many economic applicants, together with business pathways administered under separate rules. Manitoba received an allocation of 6,239 nomination certificates for 2026. The EOI system remains central to Skilled Worker and International Education pathways, but the current draw environment is more selective than a simple 'highest score gets invited' model. Manitoba can restrict occupations, exclude high-volume inventories and use strategic recruitment initiatives or temporary public policies to determine which Skilled Worker EOIs are considered in a particular draw.

2. MPNP 1,000-Point EOI Grid: Complete Current Ranking Structure

The MPNP Expression of Interest ranking system can award up to 1,000 positive points before risk deductions. An applicant who graduated from a post-secondary institution in another Canadian province or territory generally needs at least one year of continuous full-time employment with the Manitoba employer before qualifying under the SWM pathway. When Manitoba issues a Letter of Advice to Apply, the applicant has 60 days from the date of the LAA to submit the complete MPNP application and pay the non-refundable $500 fee. Current 2026 draws show that Manitoba can be highly selective. In Expression of Interest Draw #271 on May 21, 2026, 96 Skilled Worker letters were issued to candidates who had been directly invited under specified strategic initiatives or a temporary public policy, and only 20 of those candidates declared a valid Express Entry profile.

The MPNP nomination process has a provincial stage and a federal stage. An MPNP nomination through an Express Entry-linked pathway is an enhanced nomination; after the candidate accepts the nomination in Express Entry, IRCC awards 600 additional CRS points. A base MPNP nomination does not itself add 600 CRS points. Applicants should also understand the EOI risk-factor system because Manitoba can deduct points for connections to other provinces. For example, work experience in another Canadian province can result in a 100-point deduction and study in another province can result in another 100-point deduction. These factors do not necessarily mean that a person is permanently barred from Manitoba, but they materially affect EOI ranking and must be declared truthfully.
