FST Program Overview

The Federal Skilled Trades Program (FST) is one of Canada's federal economic immigration programs managed through Express Entry. It is intended for skilled workers who want permanent residence based on qualification and experience in an eligible skilled trade. Unlike the Federal Skilled Worker Program, FST does not have an education requirement. However, the applicant must meet the specific skilled-trade experience, language, job-offer or certificate-of-qualification, admissibility and other requirements established by IRCC.

Qualifying Trade Experience & NOC Requirements

The experience requirement is more specific than simply having two years of work in a trade. IRCC requires all of the qualifying experience to be in the same NOC and within the eligible skilled-trade groups. The applicant must have performed the NOC lead statement and most of the main duties, meet the NOC's employment requirements, have been paid wages or earned commission, and have been qualified to practise the trade in the country where the experience was obtained.

Which Occupations Can Qualify?

Under NOC 2021, FST skilled-trade experience must fall within the specific groups identified by IRCC. The program is broader than only construction and electrical trades: it also covers specified occupations in general trades, natural resources and agriculture, processing/manufacturing/utilities, cooks/butchers/bakers and chefs, subject to the stated exclusions.

Job Offer or Certificate of Qualification

FST applicants must have either a valid job offer for full-time employment for a total period of at least one year or a certificate of qualification in the skilled trade issued by a Canadian provincial, territorial or federal authority. A certificate of qualification confirms that the applicant has passed the required certification examination and meets the requirements to practise the trade in the jurisdiction that issued the certificate.

Language Requirement

Applicants must take an approved English or French language test and meet the minimum score in all four abilities. The FST minimum is CLB 5 for speaking and listening and CLB 4 for reading and writing. For French, the equivalent requirements are NCLC 5 for speaking and listening and NCLC 4 for reading and writing.

Education, Proof of Funds & Where You Can Live

There is no minimum education requirement for FST. An applicant without a diploma or degree can still qualify if all other FST requirements are satisfied. Education can nevertheless improve the applicant's Express Entry ranking: Canadian credentials can earn points, while foreign education can contribute to ranking when the applicant has a completed credential and an Educational Credential Assessment for immigration purposes.

FST vs. the 2026 Express Entry Trades Category

IRCC's category-based Trades selection is separate from the Federal Skilled Trades Program. For 2026, the renewed Trades category requires at least 12 months of cumulative full-time work experience, or an equivalent amount of part-time experience, in a single eligible occupation during the previous 3 years. The experience can be in Canada or abroad. Candidates must also satisfy the instructions for the particular invitation round.

Do not state that 6 months of Canadian trade experience automatically qualifies someone for the 2026 Trades category. IRCC increased the occupation-category work-experience requirement to 12 months for the renewed 2026 categories.
