Why Get a Non-Driver Photo ID Card?
If you do not plan to drive in Canada, carrying a passport everywhere as photo ID is risky and inconvenient. A provincial non-driver photo card is legally recognized across Canada. You can use it to open bank accounts, buy age-restricted products, verify your identity for domestic flights, and collect packages at Canada Post outlets.

- Must be an Ontario resident.
- Must be 16 years of age or older.
- Must NOT hold a valid Ontario Driver's License or temporary driver's permit.
📋 Required Documents Checklist
When applying in person, you must bring original documents. Central service points do not accept photocopies. Bring:
Your valid Canadian Permanent Resident (PR) Card, Work Permit, Study Permit, or Visitor Record (Super Visa).
Your valid foreign passport, foreign birth certificate (translated if not in English/French), or Canadian citizenship certificate.
A residential lease agreement, utility bill (hydro, gas, water), bank statement, or cell phone bill showing your full name and provincial street address.
Driver's License Clash
Provinces do not allow residents to hold both a valid driver's license and a non-driver photo card at the same time.
If you obtain a temporary or full driver's license in Canada, you **must surrender** your non-driver ID card.
