The test version generally depends on when the applicant filed Form N-400. Applicants who filed before October 20, 2025 generally take the 2008 civics test: up to 10 questions from the 100-question pool, with at least 6 correct required to pass. Applicants who filed on or after October 20, 2025 generally take the 2025 Naturalization Civics Test: 20 questions from the 128-question pool, with at least 12 correct required to pass.

Applicants who are age 65 or older and have been lawful permanent residents for at least 20 years at the time they file Form N-400 receive special consideration. Under the applicable test version, they study a designated set of 20 civics questions. They may take the civics test in the language of their choice, with an interpreter if needed.

If an applicant does not pass the English or civics requirements at the initial naturalization examination, USCIS generally provides a second opportunity to pass the portion or portions that were failed. The re-examination is generally scheduled no earlier than 60 days and no later than 90 days after the initial examination. If the applicant fails the required testing again, USCIS may deny the naturalization application.

For applicants who filed Form N-400 on or after October 20, 2025, the 2025 Naturalization Civics Test consists of 20 oral questions selected from a pool of 128 civics questions. The applicant must answer at least 12 questions correctly to pass.

Applicants who qualify for the 50/20 or 55/15 English-language exceptions may take the civics test in their language of choice with an interpreter. The 50/20 exception applies to applicants age 50 or older who have been lawful permanent residents for at least 20 years; the 55/15 exception applies to applicants age 55 or older who have been lawful permanent residents for at least 15 years. The 65/20 category receives the additional simplified civics-test consideration.

USCIS currently lists a $710 fee for online filing and $760 for paper filing. Eligible applicants may qualify for a $380 reduced fee when the applicable household-income requirements are met, and eligible applicants may qualify for a fee waiver. Form I-912 is used for a fee-waiver request, not as the reduced-fee application itself.
