Understanding the Two-Track Process

Most newcomers confuse these two very different processes. You may need one or both:

Track 1 — Educational Credential Assessment (ECA)

Used only for immigration purposes (Express Entry CRS points). Proves your foreign degree equals a Canadian one. WES, ICAS, and others are IRCC-designated ECA providers. An ECA does NOT give you a licence to work.

Track 2 — Professional Licensure

Required to legally practice your profession in Canada. Managed by province-specific regulatory bodies (PEO, CNO, CPSO, etc.). Involves exams, experience verification, and application fees.

Step-by-Step Roadmap:
  1. Get WES/ICAS ECA:

    Required only for Express Entry CRS points. Not your engineering licence.

  2. Apply to Provincial Regulator:

    Contact Professional Engineers Ontario (PEO), APEGA (Alberta), or EGBC (BC) depending on where you live.

  3. Academic Review:

    Submit transcripts and syllabi. The regulator determines if your degree is equivalent to a Canadian 4-year engineering program.

  4. Confirmatory Exam (if required):

    If your program has gaps, you may need to pass specific technical exams (up to 9 subjects).

  5. Work Experience:

    Document a minimum of 4 years of engineering experience (including 1 year in Canada) verified by a P.Eng.

  6. Professional Practice Exam (PPE):

    A mandatory exam on Canadian professional engineering ethics and law.

  7. Obtain P.Eng Licence:

    Once approved, you receive your P.Eng stamp and can legally practice and sign engineering documents in Canada.

💰 Foreign Credential Recognition (FCR) Loan Program

The Government of Canada's FCR Program provides interest-free or low-interest loans to help internationally trained professionals cover the costs of getting their credentials recognized. Loans are available through participating credit unions and non-profit organizations across Canada.

⚠️ ECA ≠ Work Licence

Getting a WES ECA only proves your degree level for immigration. You still need a separate provincial professional licence before you can legally call yourself an Engineer, Nurse, or Doctor in Canada. Starting the licensing process in parallel with your PR application will save you 6–12 months.
